Information systems development methods and user participation : a contingency approach

The influence of participation in information system development, is not always positive. Some researchers have proposed a contingency approach with a rather monolithic view of users. The aim of this paper is to show that this approach may be improved if different types of participation are taken into account. The first part highlights the variety of forms of participation, through six case studies. The second part shows how participation takes place in an organizational context and induces social interactions. The effect of participation on complexity depends on the choice of users, the attribution of roles and the selection of phases during which they participate. The differing modes of user participation may serve differing aims. It is one factor involved in the monitoring of a project's progress; they must be chosen according both to the contextual framework and to the project's goals.
